Clearing the code deletes the freeze-frame data showing what the engine was doing when the fault happened, and it resets the emissions readiness monitors, so the car will fail a test until it has been driven for days. If the fault is still there, the light comes back anyway.
A flashing light is a different warning from a steady one. It usually means an active misfire dumping raw fuel into the exhaust, and that can destroy a catalytic converter in a few miles. Pull over when it is safe, keep the revs down, and call us rather than driving across town on it.
